Shortage of space (released from F4F)
How can the university make the best use of space to achieve its goals? Space is scarce, building and renovating has an impact on the climate and is expensive. It is worthwhile to develop optimal utilization and operational concepts.
The University currently lacks autonomy in handling infrastructure issues. Optimizing the use of space alone will not be sufficient to bridge the space deficit, as shown in the following diagram.
Projects
The University currently lacks autonomy in handling infrastructure issues. Optimizing the use of space alone will not be sufficient to bridge the space deficit, as shown in the following diagram.
Due to the limited autonomy in these matters, this action area has been removed from Fit for Future.
The following projects are being pursued outside Fit for Future.
Room occupancy measurement and management
In order to improve and steer the utilization of the rooms, a project is being carried out to collect occupancy data.
Among other things, the project has the following objectives:
- To obtain the most accurate occupancy data possible to enable substantiated decisions for various stakeholders.
- -To identify the best technologies that can be adapted to the different forms of use.
Provision of additional space
Together with the University, the AGG is currently evaluating various options for the rapid supply of additional space (modular buildings and rental solutions). However, these measures will hardly be able to substantially reduce the space deficit. Measures are being discussed intensively in collaboration with the Education and Building Departments.
Competences and responsibilities in real estate matters
In the area of real estate issues, discussions were held at a strategic and political level about framework credits , alternative financing options for rents, the invoicing of room costs and the establishment of a real estate company for Bern's higher education institutions. However, no concrete results could be achieved to date. As changes are often only possible through legislative amendments, these are not expected until after 2030.
Analysis of existing properties
The analysis of existing properties is probably not going to be completed as planned. This is mainly due to open questions regarding costs, deadlines and cooperation. Before further functions can be integrated into Planon, the requirements for the system interfaces must be defined and implemented in the university's IT architecture
